Ok, i've been answering questions but i can't rate questions yet, how do i become a level 2?

I try and rate other peoples answers but it says I have to be a level 2 to do that, what the hell is the difference and how do I get to level 2? Geez, i feel like i'm playing spin the bottle or something lol
