How can Professor Slughorn have taught Sirius' brother but not Sirius himself?

In Harry Potter and the Half Blood Prince film Professor Slughorn tells Harry that he taught Sirius' brother but not Sirius himself and would have liked the "set". He also tells how he knew Harry's mother Lily. If Lily was in the same year as Sirius how could Professor Slughorn not have taught Sirius too?
