I cant understand the answer of this question (Literature), can someone explain?

Its quite simply actually, you see Ariel was ordered by prospero to raise the storm so the who question is answered! But the why needs a bit of attention, Prospero wants to kill the King, his brother and take over the power of the kingdom!
